Curtis Tyler, I[[, Member DATE: August 28, 2001 (Tuesday) PLACE: Councilroom TIME: l :00 p.m. CALL TO ORDER STATEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA REFERRALS: Comm. 306: AN ORDINANCE AMENDING CHAPTER 20 OF THE (Bill 92) HAWAII COUNTY CODE 1983 (1995 EDITION), RELATING TO REFUSE DISPOSAL, TO PROHIBIT THE COMMERCIAL DISPOSAL AT COUNTY SOLID WASTE FACILITIES OF REFUSE IMPORTED FROM OUTSIDE THE COUNTY OF HAWAII (Establishes a ban on the disposal of any rubbish, prohibited materials or refuse which has been generated outside of the County of Hawaii and brought in to the County of Hawaii for disposal in our landfills From Dennis K. W. Lee, P. E., Director, Department of Public Works, dated August 9, 2001, transmitting the above bill. Informs this proposal does not apply to refuse generated on route to the County from any aircraft or maritime passenger or crew in the course of business. P&EMC-1 1 2 August 28, 2001 Comm. 307: CONDITION OF HAWAIIAN PERMACULTURE AND WELLNESS RETREAT CENTER'S SPECIAL MANAGEMENT AREA USE PERMIT FOR ITS PROPOSED COMMERCIAL ESTABLISHMENT THAT THE KING KAMEHAMEHA PARK ACCESS ROAD BE USED AS ONE OF TWO POSSIBLE ROADWAYS From Councilman Leningrad Elarionoff, dated August 10, 2001, informing that the Planning Commission recently approved a Special Management Area Use Permit for a development that will have as an option as easement located alongside the Kamehameha Park as its main access for travel. States information presently available does not adequately address questions regarding traffic impact, easement ownership, maintenance or other concerns raised by area residents. Therefore, requests that the issue be agendized by the P&EMC for discussion and clarification and that representatives from the Planning Department, Corporation Counsel's Office and Parks $z Recreation Department be present. Comm. 307.1: From Mark Grandoni, Acting President, Ka'makani `O Kohala Ghana, Inc., dated August 13, 2001, transmitting copy of their letter to Parks & Recreation Director Patricia Engelhard, regarding their opposition to Hawaiian Permaculture and Wellness Retreat Center's Special Management Area Use Permit condition that the King Kamehameha Access Road be used as one of two possible roadways. Comm. 315: RESOLUTION RELATING TO THE KEALAKEHE (Res. 115-01) DEMONSTRATION WETLANDS PLANNING AND RESEARCH AGREEMENT WITH THE UNITED STATES DEPARTMENT OF THE INTERIOR, BUREAU OF RECLAMATION From Dennis K. W. Lee, P. E., Director of Public Works, dated August 14, 2001, transmitting the above resolution. The proposed agreement will allow the County to proceed with plans for developing constructed wetlands to improve water quality, establish threatened and endangered species wetlands habitat, contribute recreation benefits and provide water reuse opportunities for the local community's benefit.
