Re: SMA Use Permit, Hawaiian Permaculture and Wellness Retreat
Our Department does not support use of the Kamehameha Park easement to
access the project site. The preferred easement for access to the project should
be the Proposed Access as indicated by the broken lines on i=figure 1a of the
Application ~®r SNl~4 Use Perr~?~it The descriptions on page 8 item D. and
page 22 item D. indicate that access to the site will be from Akoni Pule Highway,
through Union Mill Road, down "Pratt Road", and off Pratt Road. It also states
that the proposed uses would not reasonably burden public agencies to provide
roads and streets.
The roadway along Kam Park is used for recreational access, and there is the
safety of park patrons to consider if the road is to be utilized as a public access to
a commercial retreat center. Additionally, the roadway is gated and locked
between the hours of 11:00 pm and 6:00 am for security of the park. Increased
usage of the county road would necessitate additional maintenance of the road.
fihis would be a further burden to the county and taxpayers.
We have not been contacted by the applicant for consideration of Kam Park
roadway as easement to the project. Therefore there has been no discussion on
the issues of maintenance or liability, and no resolution submitted for
authorization to negotiate an easement agreement with the new applicant.
