The Police Department, and ultimately the community of North Kohala, is very concerned about the effects of allowing the Hawaiian Permaculture and Wellness Retreat to utilize Kamehameha Park as the main access to its property. The park is closed every evening at 11:00 p.m., with the gates closed and locked. This action keeps would-be drinkers from gathering at the park and thereby reducing the opportunity of any damage of park property, as well as littering, assaults, or any other criminal activity. Our other concern is the added traffic throughout the day while children are patronizing the park and its many activities. There is a limited parking area within the park, and the vehicles proceeding to the Retreat would pass right through this area. With all of the opportunities the park presents to our community, it becomes quite congested during scheduled events. In summary, we are concerned for the safety of the park users during the day and evening, especially the children, who would be impacted by this additional traffic. We also would not be in favor of leaving the park gates open during the night hours, allowing for the opportunity for various criminal or anti-social behavior. On May 2.2001 I attended an evening meeting held by Jean Sunderland at the fames Walker Hall. I informed Ms. Sunderland again that the Kohala I~awaiian Civic Club was "not endorsing" her project. It was not in respect, and in any form related to our Native I•€awaiian culture and value. The protocol utilized, to presen~ this project to community members of Native Hawaiian; born-and raised here in Kohala. IS NOT PONO. To provide a center presenting hawaiian medicinal healing of native hawaiian herbs and plants, to include hawaiian physical therapy utliaing our native hawaiian language with a service charge is, by all means, a d[srespest for OUTS own known healers in our native hawaiian community of North Kohala. OUR healers are schooled in a protocol passed on from "koko" to "koko"; meaning in terms of "bloodline of a native hawaiian" to '°bloodline of a native hawaiian". 'Phis protocol of "passing" is based on not only the blood of a native hawaiian but of a "selling" to the title of a native hawaiian healer or lapa'au. A native hawaiian healer does not market the gifts of healing with a price tag. A native hawaiiian healer does not market their gifts with a special building structure. This is our native hawaiian protocol, aina of culture, aina of value, the birthplace and seared grounds of Kamehameha the Great. .Page ? of 2 Testimony of The President of Kohala Hawaiian Civic Club, Cabaniss, Stephanie (Naihe) Ms. Sunderland expressed she was not in understanding of why her position was disrespectful for she studied under an Auntie Margaret referenced in Kona. I mean no disrespect to Auntie Margaret. However, to bring another healer's work from another village or district is clearly dishonorable and disrespectful in our native hawaiian culture. It is also a known fact, complete knowledge IS NOT passed on to anon-native hawaiian. Non-native hawaiians are taught what is common knowledge. These non-native hawaiians CAN NOT BE considered a Kahuna Lapa'au OR a Lapa'au nor should they be utitilizing terminology of our native hawaiian language for a price tag. The Kahuna Lapa'au OR Lapa'au of "koko" possess the true gifts of native hawaiian spiritiual, medicinal, and physical healing. I referenced historical and archaeological sites which may be in the area of this proposed project and asked Ms. Sunderland if she spoke to our known kupunas. Ms. Sunderland said she did by visiting the senior citizens at the senior center. I said, "But are they known kupunas who are are of our native hawaiian-kanaka maoli culture and values?" Ms. Sunderland did not answer then on a quick note stated she wanted to see Kupuna Marie Solomon yet sensitive to Kupuna's health did not approach her. Ms. Sunderland stated she hired an archaeologist to study the area. I said, "But is this archaeologist familiar with the area and of any historical and ancient culture of the native hawaiians-kanaka maol6s?" No answer was provided by Ms. Sunderland. Al! in al! it lass noted at this evening meeting, the majority of local residents present were not in favor of this proposed healing retreat center. For thev did not state they were 'for the project We must understand, there is archived information on thousands of ancient settlements, ancient burial grounds and heiaus which were destroyed in North Kohala during the sugar plantation era. Today only a few historic and ancient sites are listed in federal and state historic inventories. Hundreds of these settlements, burial grounds and heiaus are now left to ruins and still not inventoried. 1 also made mention of native hawaiians right to PASH law. Public access, shoreline accessibility; will this be addressed as a right for their proposal to gathering and the like? Yes to shoreline acccess is not an acceptible answer to the native hawaiian community of North Kohala . The area must be easily accessed for the aged, disabled, and young alike. I mean no disrespect to Dr. Robert Watkins and his wife Ms. Jean Sunderland. But [must present to you their disrespect in what they are proposing in Hlst®ric 19~®rtde ~Codaralrg. North Kohala is the birthplace, playground, and sacred grounds of Kamehameha the Great, Upon entering into our town via Akoni Pule Highway, one is greeted with a sign against a beautiful stoned facing which reads: WELCOME TO HISTORIC KOHALA. Historic of the culture and values of the native hawaiian-kanaka maotis. The sacred grounds of our known kupunas and Lapa'au healers. The seared paths, roamed by our great Ali i's. Historic Kohala, our values now being misused with a prise tag held by those whom are not "koko" in bearing the gifts of spiritual, medicinal, and physical healing of our native hawaiian culture. In absence of my physical presence, 1 humbly say to you, please listen intently to what I am saying. This proposed project should not be permitted a special use permit today or ever in the future for the continued respect and continued honor of native hawaiians in the Historic Community of North Kohala.
