K }Ea~vaaear~ CiA~%ci Clu.U- #'.O. $ow T 19 ~ *a Kd~9~%d~, i~~ai: L ~ 96 T5 5 -0 TI 9 August 24, 2001 Council Member Leningrad Elarionoff Hawaii County Council 25 Aupuni Street, Suite 209 Hilo, Hawau 96720 RE: Kamehameha Park Road Dear Mr. Elarionoff: Recently, the Hawau County Planning Commission approved the Hawaiian Permaculture and Wellness Retreat Special Management Area Use Permit Application and Special Permit that will have as an option an easement through Kamehameha Park as its main access. We had hoped a community meeting on this continued discussion of an access road would be in discussion here in North Kohala, despite this please accept this letter "not for the easement through Kamehameha Park". Our organization is against the use of this easement as it is currently impacted by the community which raises safety concerns for the children who travel on bicycles, scooters or on foot to access the only public playground, tennis and basebaWsoccor and swimming facilities available. This also includes adult and senior activities that are held at the park inclusive of summer school programs available currently for ow youth and celebrational party activities of wedding receptions, birthday luaus and community group activities year round. The recent seniorlyouth center under construction is an additional impact on the Kamehameha Park road which is another added impact aside from what is currently occuring at the park. We are also aware that the the gate is locked at 11:OOpm for community functions as a curfew. Our understanding is that our local police officers have an arrangement with the County Parks and Recreation to see that this policy of the gate being locked at 11:OOpm is enforced due to sa8e concerns and past incidences of vandalism which have occurred to the Hisaoka Gymnasium and public facilities on the grounds. We have initiated a letter to the North Kohala Community Police Officer Jonathan Bartsch to confirm the locked gate situation at the park. Ow understanding is that he off island at the moment on business and unable to provide us an answer to submit to you at this time. Again, we oppose the use due to mpact of current additional construction facilities, safety issues for our community and youth, of which this same road is also in need of maintenance -especially the speed bumps and the locked gate due to past vandalism on ow only public community facility in ow town of Historic North Kohala.
