On Aug. 2, 2001, the county planning commission and planning director carne to
Kohala High School Cafeteria and approved the use of Kamehameha Park Roadway as the main
(entry and exit) raad for the Hawaiian Permaculture and Wellness Resort.
This roadway will also be eventually used by whomever buys any of the resubdivided
parcels (689+ acres) below and around Kamehameha Park. This will generate heavy traffic
(concrete trucks, lumber trucks, and general traffic) right through the park.
No testimony against this new proposal by local residents was allowed by the planning
commission. The conversation was strictly between the applicants (Watkins and Sunderland)
consultant and the planning commission.
All previous testimonies by residents and written testimonies submitted by different state
and county agencies were never addressed. The pubIic's safety was never considered or
discussed. None of the county or state agencies, including the Fire and Police departments, were
infon~ed of this option--allowing the use of Kamehameha Park as the main thoroughfare to this
resort and (near) auture subdivision.
The commissioners and planning director showed no surprise when Mr. Fake switched
roads and proposed using Kamehameha Park or Mr. Higa's dirt road as the main access road to
their resort--instead of Union Mill Road.
It was quite apparent that the decision to approve this resort and the new access road was
discussed and approved beforehand.
The Public's Trust, in government has been severely damaged by the callous and
indifferent attitude displayed by the commission and the planning director (in the manner) in
which this decision was rendered.
Government is by the people and for the people, not by special interest, or for special
interest.
With this last statement--we ask that the approval of Kamehameha Park Roadway as the
main access road to the Hawaiian Permaculture and Wellness Resort be vacated (denied).
