Purpose of Grant: To reduce traffic fatalities and injuries to all
occupants and increase seatbelt usage. This will be
accomplished by conducting roadblocks to enforce

Enclosed for your action is a cop~° of the approved highway safety reimbursement
project
.~l~o. l57(b) OPO1-0~(OI-E€-02), entitled "Occupant Protection Program." A total of
58,718 has been obligated to the project. Of the total amount approved, 50,000 must
be used for enforcement purposes.
This grant will allow the Hawaii County Police Department to reduce fatalities and
injuries to occupants im•olved in motor vehicle collisions and to increase the seat belt
and child restraint usage rate.
?Please be a~rare that the funding for the I2 tint meters has not been approved under the
t I ~7(b) grant. However, the tint meters may be purchased from FFY01--t02 ;zrant.

Progress reports must be submitted quarterly within 1 ~ days (ending 1v1ay. August and
~ i\ovember) and a final report must be submitted eti•ithin thirty da~-s of the end of the
Grant period. Reimbursement claims must be submitted in accordance «rith the
- agreement (monthly or quarterly) by the 20th of the month follo~~-in~ the claim period.
A claim must be submitted even if no expenditures tivere made. y

The project is subject to the audit requirements of the Office of Management and
Budget (OMB) A-133, Audit of State/Local Government &Non-Profit Organizations.
Note that the Department/
Program Number and Title with which this project should be associated in the Schedule
of Federal Assistance should be associated in the Schedule of Federal Assistance
Programs section of your single agency audit report are: Department of
Transportation/20.600 -State and Community Highway Safety Program. A copy of all
audit reports covering the grant period must be sent to the Public Affairs Office-Safe
Community Program.
Within 60 days of the date of project approval, the Safe Community Program should be advised
of your cognizant Federal audit agency and of when you anticipate the audit report(s) covering
the period of this grant to be issued.
