Comm. 1924: From Deputy Corporation Counsel Frederick Giannini dated February 20, 1990, responding to Henry Ross's comments contained in Communication 1423. Corms. 1425: STREET NAMES - OLAA PUNA (Res. 152) From Planning Commission Chairman Fred Y. Fujimoto dated February 21, 1990, submitting a resolution adopting street names for roadways within Olaa, Puna. PC-27 Page 2 March 14, 1990 Comm. 1457: PROPOSED SUBDIVISION OF A PORTION OF GRANT 2975 KALAOA 5TH, NORTH KONA (ANNA KEANAAINA) TMK; 7-3-05:09 (Subd. 89-152 Copy of letter to Chrystal T. Yamasaki, R.L.S., Wes Thomas and Associates, Inc., from Planning Director Duane Kanuha dated March 1, 1990, informing they are unable to process her request for a one-year time extension in which to submit final plat maps. States subdivision plans were received by their office on January 31, 1989, with tentative subdivision approval being granted on April 11, 1989, therefore, pursuant to Condition C of Ordinance No. 86 71, final subdivision plat maps should be submitted on or before April 11, 1990. Further, states since the proposed subdivision is subject to the performance of the conditions of the ordinance, they are not able to process her present request for time extension in which to submit final plat maps until the non-compliance of Condition C is resolved. Requests submittal of a time extension request and a filing fee of $100 in which to comply with Condition C of the ordinance within 30 days of receipt of their certified letter, stating the reasons for the request, the status of the proposed development, and compliance with the conditions of approval. States, since the ordinance does not allow the Planning Director to grant administrative time extensions, the request must be approved by the Council. Further, states should they not hear from her within the specified time frame, the Planning Director, pursuant to Condition F of the ordinance, may initiate rezoning of the property to its original or more appropriate designation. Comm. 1462: SPECIAL USE PERMIT - THE HENRY OPUKAHAIA SCHOOL From Wayne A. Lantz dated March 2, 1990, regarding their application for a special use permit to build a branch of their school at the 61 mile marker on the Hawaii Belt Road. PRESENT APPLICANT: HAWAIIAN HOST, INC. TAX MAP KEY: 2-2-38:29 [R558) Copy of letter to Frank T. Kanemitsu, Esq., Koshiba and Young, from Planning Director Duane Kanuha dated March 1, 1990, informing Hawaiian Host, Inc., is being granted a time extension until May 29, 1991, in which to submit plans for Plan Approval review in compliance with Condition C of Ordinance No. 87 33. Informs no further extensions of time to the conditions of approval will be granted by their office for the application and that should the applicant require additional time to comply with the conditions, a request, accompanied by a $100 filing fee, should be submitted to the Planning Director, who will forward it to the Planning Commission for appropriate action. UNFINISHED BUSINESS Comm. 157: PETITIONER: HOLUALOA MANAGEMENT CORPORATION (Bills 35 & REZONING REQUEST (14 acres) 36) STATE LAND USE BOUNDARY AMENDMENT REQUEST (36 acres) LAALOA AND KAPALAALAEA, NORTH KONA TAX MAP KEY: 7-7-07•POrtion of 30 From Planning Commission Chairman Gary Mizuno dated January 30, 1989, submitting bills to change the State Land Use district from Agricultural to Urban and the County zoning district classification for 14 acres of land from an Unplanned to a Single Family Residential - 15,000 square foot (RS-15) zoned district, and an additional 22 acres from an Unplanned to an Agricultural 1-acre (A-la) zoned district at Laaloa and Kapalaalaea, North Kona. Comm. 1106: From Sidney M. Fuke, Planning Consultant, dated November 21, 1989, submitting proposed amendments to Bill 35, rezoning request of Holualoa Management Corporation, and Bill 62, rezoning request of PC-27 Page 4 March 14, 1990 C-1106: Grant Kolnes; and requests that the rezoning and (cont'd) State Land Use Boundary Amendment applications of Grant Kolnes and Holualoa Management, as amended, be favorably considered. Comm. 1244: From Planning Director Duane Kanuha dated January 3, 1990, informing they are requesting the Department of Public Works (DPW) to review the proposals of Holualoa Management Corporation and Grant Kolnes, as requested at the Planning Committee's November 29, 1989 meeting. States they will prepare necessary amendments to the bills as soon as recommendations are received from DPW and also incorporate the committee's request to include: 1) a housing condition similar to that imposed for the Kona Scenic change of zone application; and 2) a no ohana dwelling condition. Transmits a copy of their response from the State Department of Transportation, Highways Division, in which they solicited comments regarding the new roadway access and connection to Kuakini Highway. Comm. 1245: From Kenneth and Lorraine Auld dated December 24, 1989, regarding access roads for the Holualoa Manayement Corporation and Grants Kolnes developments. Comm. 1246: From Damon and Debbie Waitley dated December 27, 1989, informing of their concerns regarding Holualoa Management Corporation's and Grant Kolnes' applications. Comm. 1247: From David and Jeanne James dated December 29, 1989, informing of the traffic impact on Walua Road which may result from the proposed developments of Holualoa Management Corporation and Grant Kolnes. States it is important to keep Ainanani Street in the Kuakini Heights area closed. Comm. 1248: From Paul and Hanne Jernstrom dated January 2, 1990, informing of their concerns on traffic and safety if Ainanani Street is used as an access road for the Holualoa Management Corporation and Grant Kolnes proposed developments. Chapple dated January 2, 1990, regarding her concern that the proposed developments of Holualoa Management Corporation and Grant Kolnes may connect onto Kuakini Heights via an Ainanani Street access. Comm. 1252: From Lou Ann Acker dated December 26, 1989, informing of her concerns should Ainanani Street be a connector road for the proposed developments of Holualoa Management Corporation and Grant Kolnes. Comm. 1253: From Gerald F. Scott dated December 29, 1989, informing of his concerns should Ainanani Street be used as an access road for the proposed Holualoa Management Corporation and Grant Kolnes developments. Comm. 1266: From Florence Wright informing she feels it is extremely important to keep Ainanani Street closed when Holualoa Management Corporation and Grant Kolnes proceed with their developments. Comm. 1270: From Pamela and Donald Oldow dated December 24, 1989, requesting that Ainanani Street not be used as an access road for the proposed Holualoa Management Corporation and Grant Kolnes developments. Comm. 1289: From Mr. & Mrs. Nelson B. Allen dated December 30, 1989, regarding their concern of the traffic impact associated with the proposed developments of Holualoa Management Corporation and Grant Kolnes. Comm. 1296: From Julio Fernandez dated December 27, 1989, stating that should Ainanani Street serve as a connector road to the proposed developments, Holualoa Management Corporation and Grant Kolnes, there will be more traffic going into Kuakini Heights, promoting more use of Walua Road to the south. States Walua Road is narrow, winding and not suitable for increased traffic flow and that for safety purposes, none of their present roads should service the two new developments. Comm. 1410: From Robert K. Yanabu, Division Chief, Engineering Division, Department of Public Works, dated February 15, 1990, informing they concur with the termination of Ainanani Street with a cul-de-sac, as it would foster greater vehicular use of the new PC-27 Page 6 March 14, 1990 C-1410: mauka-makai road and less use of Akoni Drive from (cont'd) residents within the proposed subdivisions and possibly even current residents of Kuakini Heights Subdivision; further, recommends that the applicants submit a roadway layout map and said map be attached as an exhibit to the subject bills. Comm. 1475: From Planning Director Duane Kanuha dated March 7, 1990, (Bill 35, informing the Department of Public Works concurs with Draft 2) Holualoa Management Corporation's and Grant Kolnes' (Bill 62, proposals to terminate Ainanani Street with a Draft 2) cul-de-sac and that a new access road from Kuakini Highway be constructed through property identified by TMK: 7-7-08:61, which is owned by Gladys Nearon. Transmits amended bills to Bill 35 and 62, the applicants' rezoning applications. Comm. 305: REZONING AND STATE LAND USE BOUNDARY AMENDMENT REQUESTS (Bills 61 & GRANT KOLNES 62) PAHOEHOE 4TH, NORTH KONA TAX MAP KEY 7-7-07.5 ( 78 acr ) From Planning Commission Chairman Gary Mizuno dated March 14, 1989, submitting bills to change the State Land Use district for 9.8 acres of land from Agricultural to Urban and the County zoning district classification from the Unplanned and Agricultural 1-acre (A-la) to a Single Family Residential - 10,000 square foot (RS-10) zoned district at Pahoehoe 4th, North Kona. Comm. 1107: From Dan Cromwell of Cromwell Investment Properties dated November 15, 1989, requesting that the rezoning and State Land Use Boundary amendment requests of Grant Kolnes be considered by the Planning Committee at its earliest convenience. States they intend to run concurrently with Holualoa Management's rezoning and State Land Use Boundary Amendment requests and informs they intend to share off-site costs on a pro-rata basis (per lot) with them. Comm. 1343: From Dan Cromwell dated January 30, 1990, requesting scheduling of the Grant Kolnes' application. Yanabu, Division Chief, Engineering Division, Department of Public Works, dated March 2, 1990, transmitting a copy of their memorandum to the Planning Department, which is a part of the subdivision application technical review for Maliu Ridge Phase III. Comm. 1308: REZONING REQUEST - PETER AND HELEN GRAM (Bill 204) KAHAULOA NUI, SOUTH KONA TAX MAP KEY: 8-2-08:51 (3 acres) From Planning Commission Chairman Gary Mizuno dated January 23, 1990, submitting a bill amending Section 25-88, Article 3, Chapter 25 of the Zoning Code, by changing the district classification of 3 acres from Unplanned (U) to Agricultural (A-la) at Kahauloa Nui, South Kona. Informs the Commission concurs with the Planning Director in recommending denial of the application for reasons, as listed. Comm. 1429: From H.
