At this time I would like to humbly request that on the proposed requirements under Section 2, Item B [plans for the proposed development, including landscaping and parking, shall be submitted for plan approval review within one year from the effective date of approval of change of zone ] be amended to within tw~ears of the effective date of the change of zone In reviewing my recently completed building along the corner of Kancelehua and Hualani Streets, the initial building plan process was very lengthy. To complete the initial building plans with the required landscape, site plan and parking requirements requires communication with the various departments prior to submitting the initial building plans. Normally it is after that point that we go to our private professionals to finalize our plans and attach the necessary engineering, electrical, landscape stamps, etc. that is required. Unlike residential buildings, commercial buildings take into account so many issues that the submission of the plan process does take a considerable amount of time. I would like to humbly request that the submission time be amended to 24 months instead of the proposed 12 months from the effective date of change of zone to allow us ample time to get the plans without having to once again burden the County Council and "start over" to extend the time frames. We will do our best to have the plans ready for approval as soon as possible as it is our desire to get this project underway as soon as we can. Having the extra time would alleviate the need of us having to rush people to get the plans reviewed, corrected and resubmitted at each level.
