Your Committee on Finance, to which was referred Resolution No. 106-01, reports as follows:
Resolution No. 106-01, transmitted by Council Member Dominic Yagong, via
Communication No. 282, dated July 31, 2001, authorizes the leasing of County Lands for pastoral
use as specified in Chapter 2, Article 19 of the Hawaii County Code.
The County of Hawaii desires to offer short-term leases on former Hamakua Sugar Company
lands, now under County ownership as identified in Exhibit A. The leases are intended to
primarily keep weeds, grass, and other vegetation under control.
Pursuant to Section 2-111, Hawaii County Code, the council may, by resolution, as approved by a
majority of its members, dispose of real property by lease, license or permit.
Your committee recommends Resolution No. 106-O1 be filed based upon a new bill forthcoming.
Your Committee on Finance is not in accord with the purpose and intent of Resolution No. 106-01
and recommends it be filed.
