HomeMy WebLinkAboutREP PC 032 08/14/2001 2000-2002 REPORT OF THE COMMITTEE ON PLANNING DATE: August 14, 2001 RE: C-279/Bill No. 79 PLACE: Councilroom TIME: 1:41 p.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 79, transmitted jointly with Bill No. 80 by Mayor Harry Kim per Communication No. 279, dated July 30, 2001, regarding the State Land Use Boundary Amendment request by Thomas and 1Vlindy Mi~nanelli Family Trust, at Ouli, South Kohala, Hawaii, TMK: 6-2-11:23, reports as follows: Bill No. 79 amends State Land Use Boundaries Map, H-14 for the County of I-Iawai`i by changing the district classification for approximately 5.204 acres of land from an Agricultural to a Rural zoned district. The rectangular-shaped subject property, owned in fee by the applicant, is located in the Anekona Estates Subdivision bordered by Kanehoa Street and Keanuiomano Stream approximately 350 feet east of the Anekona Street/Kanehoa Street intersection. The General Plan Land Use Pattern Allocation Guide (LUPAG) Map designation is Extensive Agricultural, which allows uses for pasturage and range lands. The property is not situated within the Special Management Area, as it lies approximately six miles east of the nearest coastline. Lands adjacent to the east and northeast of the property are 0.5-acre parcels, which were approved for similar State Land Use Rural District and County RA-2a zoning classification. Lands to the north and west of the property include other 5-acre parcels within the State Agricultural District and zoned A-Sa by the County. These lands include residential uses and vacant lands. Surrounding lands are located within the State's Agricultural and Rural Districts and in the County's Agricultural-5 acres and 1-acre (A-Sa and A-1 a) and Residential and Agricultural-2 acres (RA-2a) zoned districts. The Kanehoa Subdivision, consisting of 26 lots, is located immediately to the east of Anekona Estates Subdivision; the ten-lot Kamuela Plantations Subdivision is located further to the east; and the 26-lot Waimea Landmark Estates Subdivision is located across the Kawaihae Road and further to the northeast. These subdivisions include mixed residential uses, vacant lands, and few residential/agricultural uses. There are approximately 28 lots within the Anekona and Kanehoa Subdivisions, which have utilized the Condominium Property Regime concept. To the west are the 33-unit Ouli Ekahi affordable rental housing project, and the 40-lot Ouli Mutual Self Help Housing Subdivision which are classified under the State Land Use as Urban. The Hale Wailani property is adjacent and west of the Anekona Estates Subdivision and the housing projects. It is currently zoned A-la and the developer proposes a 49-lot subdivision with minimum two-acre lots. PC-32 PC-32 Page 2 August 14, 2001 Committee member Julie Jacobson explained that to be consistent with her stand on the preservation of agricultural lands, she would be voting against this measure. Your Committee did not entertain any discussion on this measure. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the State Land Use Boundary Amendment request. Your Committee on Planning is in accord with the intent and purpose of Bill No. 79, and recommends it pass first reading.
