A comment on the issue of our county lands at Hamakua. First, as
mentioned, these lands belong to the people, therefore our
elected members of our county government should bear in mind the
phrase, "highest and best use", to derive as much income or
improvements for those who pay the taxes to keep our county in a
very fit way. I am one who believes that in this era we can not
have enough parks for locals and our visitors to play. Having
always been involved in ranching, I can only sympathize with
those, including myself, who would like to lease those lands for
pasture. However, we know there is not much money to be gathered
through rents from the few of us who might become lessees. Yes, a
certain amount of those Hamakua lands should go towards
expansion, purchasing etc. of land for public use. Example: We
have no real shooting ranges, we have no areas where one can run
dogs or ride horses. In this age, beaches can be built (get a
flat piece of lava along the shore and dredge a lagoon, leaving a
natural breakwater, then pump in sand from off shore). A simple {
solution is to trade off some of this land to expand and improve

parks that really need it. One such park is Kahalu'u Beach which «~~=~ta
is a total mess. Storms in 1980, 82 & 92 dame ed the natural ti'~

breakwater enough to cause massive sand erosion that has been~"~;
ongoing through these years. Believe me, the Alii of old would
' never have allowed this erosion of Kahalu'u to continue. They ~

would have studied the situation and corrected it. A sandy beach
was a treasured place, especially on the Kona coast, for the
beaching of the many canoes that were needed to feed a very
populated Kona area. Any remaining land could be rented for
"recreational ranching", meaning the pastures carrying capacity
could be set in a manner that would not require over all fencing
but would be controlled by proper grazing rotation. The land ~ ~
could be open for recreational use such as horseback rides,
running one's dog, fishing and camping along the coast, a
shooting range and who knows, maybe a 10-15 room lodge for the
public and our visitors alike to escape. Unfortunately, this area
would primarily benefit the East Hi. resident but it could also
be the leading factor to where West Hi. could get something ~ ~

similar. We all know there is no lack of public lands. To name a
few there is Pu'u Wa'awa'a state land, the recently acquired
McCandless land and many other public lands on this side of the
island. Consider this, "land banking" until other "higher and
better uses" are found.
