Your Committee on Finance, to which was referred Resolution No. 105-01, reports as follows:
Resolution No. 105-01, transmitted by Director of Finance William Takaba, via
Communication No. 281, dated July 25, 2001, authorizing the disposition of abandoned
homestead road situate at Ka'ie'ie, South Hilo, Hawaii, being a portion of Tax Map
Key: (3)2-7-005, to Liloa Willard.
Resolution No. 169, dated July 3, 1963, states that the County of Hawaii abandoned the subject
homestead road reserve, situate at Ka'ie'ie Homestead, Ka'ie'ie, South Hilo, Hawaii.
The County of Hawaii has received an offer from Liloa Willard to purchase in fee simple the
aforementioned abandoned homestead road. Liloa Willard has provided an appraisal report
prepared by Lawrence Appraisal Group Hawaii, Inc. dated September 30, 2000, appraising the
subject abandoned homestead road reserve at $7,300. However, the Real Property Tax Division
has determined the present value of the subject abandoned homestead road reserve at $12,800.
Pursuant to Section 2-111, Hawaii County Code, the Council may direct the finance director to
dispose of real property in fee simple.
Also, pursuant to Section 2-1 l8, Hawaii County Code, remnants or portions thereof may be
disposed of without recourse to public auction and shall be first offered for sale to the abutting
landowner.
Further, pursuant to Section 2-118, Hawaii County Code, the value of the remnant or portion
thereof shall be appraised by an independent appraiser, which appraisal shall take into
consideration the limited market for the remnant and/or the resulting enhancement to an abutting
owner's property by addition of the remnant, and also provides for the independent appraisal at
the buyer's expense, subject to review and agreement by the County.
Some Members of Your Committee expressed concerns over the mandated County land
disposition as it is delineated in the County Code. Further, some Members would like to conduct
a site visit of the parcel.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 105-01
and recommends its adoption.
