Your Committee on Parks & Environmental Management, to which was referred
Communication No. 315, and attached Resolution No. 115-01 reports as follows:
The purpose of Resolution No. 115-01 is to allow the County of Hawaii Department of
Environmental Management to enter into amulti-year agreement with the United States
Department of Interior, Bureau of Reclamation. This resolution is to encourage the development
of constructed wetlands on and adjacent to the Kealakehe Wastewater Treatment Plant located at
Kealakehe, District of North Kona, County and State of Hawaii.
Communication No. 315 is from Dennis K. W. Lee, Director of the Department of Public Works,
dated August 14, 2001, transmitting Resolution No. 115-01, for the Council's review and
consideration. The proposed agreement will allov~~ the County to proceed with plans for
developing constructed wetlands to improve water quality, establish threatened and endangered
species wetlands habitat, contribute recreation benefits and provide water reuse opportunities for
the local community's benefit.
Your Committee is in accord with the purpose and intent of Resolution No. 115-O1, and
recommends that it be adopted.
