Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 296 and attached Bill No. 87, reports as follows:
The purpose of Bill No. 87 is to amend Chapter 24 of the Hawaii County Code 1983 (1995
Edition), relating to Vehicles and Traffic by replacing a yield sign with a stop sign on Kihalani
Homestead Road at the Old Government Road Intersection.
Communication No. 296, dated August 2, 2001, is from Deputy Director Galen Kuba,
Department of Public Works, transmitting Bill No. 87 for the Council's review and
consideration. In his letter, Mr. Kuba states that this change to replace the existing yield sign
with a stop sign came from the North Hilo community through the Mayor's Office. According to
Mr. Kuba, investigation of the area revealed an existing crosswalk at this location.
Consequently, they concur with this request from the community and feel this action will
improve traffic safety for both pedestrians and motorists.
Your Committee is in accordance with the purpose and intent of Bill No. 87, and recommends
that it pass first reading.
