O REA, POLICE CHIEF SUBJECT: MARIJUANA ERADICATION MISSIONS FOR THE MONTH OF JULY 2001 The Hawaii Police Department conducted marijuana eradication missions on July 23-27, 2001, in East Hawaii and on July 30-August 1, 2001, in West Hawaii. As required by Resolution No. 46-01, reports indicating the number of plants eradicated and the number of complaints received from the public, the type of complaint and the complaint disposition are attached. Also included is a complaint we received on July 18, 2001, which is not related to our mission. Comments: Attempted to call caller at 1350, 1410, 1420, 1440 Hours. Made contact with caller at 1450 hours, caller said that she was just wondering if Helicoter belonged to Police. Caller was told of large marijuana patch and was satisfied. Caller said that she was not complaining about Helicopters. Comments: Contact was made with spotter, Officer Robert HIRONAKA, he informed me that he did see another large marijuana patch but left it back because of limited flight time and lack of room to carry more marijuana plants. A silver helicopter with no markings had two long ropes/hoses spraying paraquat approximately 500 feet from property within the Mark Twain Subdivision. An orange helicopter with no markings was also in the area. Two other helicopters were farther away but caller was not sure of colors because they were against the sun. Caller is a software engineer and cannot work with the noise. Explained to caller that the Helicopter was there inserting officers into a marijuana patch and no spraying was done. Caller was satisfied. Related that he lives approx. 1/2 mile mauka of Honalo in an agricultural area and the helicopter was flying further mauka of his residence. When asked if he could describe the helicopter, he related that it was too high and far away and that all he could see was a "black dot in the sky." When asked as to what his complaint was, he indicated that the helicopter was too loud and causing too much noise. Upon making contact, aircraft had left area and confirmation received that no flights were made over any residences in area of complaint. Comments: Complaint was made as to noise of aircraft. Time in Area: 1 minute No. of Plants Recovered: None Immediate Action Taken: Informed complainant that helicopter was headed south and flying down slope below the highway, keeping away from residential areas and low flying tour aircraft. She replied that helicopter appeared to be flying low and was traveling south. Comments: After speaking with complainant, she did state that the aircraft was down slope, makai of her residence a distance away. She related that it may be possible that the helicopter was not flying low due to the slope of the terrain and further that the helicopter did not hover over a particular area but was flying slowly south.
