HomeMy WebLinkAboutRES 128 Draft 01 2000-2002RELATING TO THE DESIGNATION OF ENTERPRISE ZONES (EZ) ON THE BIG ISLAND OF HAWAII. WHEREAS, the County of Hawaii encourages economic development on the Island of Hawaii ; and WHEREAS, the designation of enterprise zones in Hawaii County provides approved businesses with tax incentives to generate employment; and WHEREAS, the State of Hawaii, through Chapter 209E, Hawaii Revised Statutes, and Chapter 6 of Title 15, Hawaii Administrative Rules, has established procedures for designating enterprise zones for the purpose of stimulating business and industrial growth; and WHEREAS, the County of Hawaii through Ordinance 94-8 enabled the establishment of Enterprise Zones in Hawaii County; and WHEREAS, Hawaii County is allowed up to six Enterprise Zones which are selected by the county governments based on the state government eligibility criteria and formally designated by the Governor; and WHEREAS, there are a total of 37 existing businesses approved under the six Enterprise Zones; and WHEREAS, in order to increase the job potential in these designated areas, the County of Hawaii is seeking to expand five of the six enterprise zones to enable additional businesses to participate in the Enterprise Zone Program; and WHEREAS, unemployment rates in the proposed expansion areas are above the average unemployment rate for the State of Hawaii at 4.8%. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the following enterprise zones within Hawaii County be amended according to the delineations submitted with this resolution (EXHIBIT A), and maps attached hereto (EXHIBIT B): (1) Kona I Enterprise Zone (amendment) (2) Kona II Enterprise Zone (amendment) (3) Hilo -Puna Enterprise Zone (amendment) (4) Hamakua Enterprise Zone (amendment) (5) North Kohala Enterprise Zone (amendment) BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Governor of the State of Hawaii, to the Mayor of the County of Hawaii, and to the Director of the Department of Business, Economic Development and Tourism.
