ISLAND OF HAWAII.
WHEREAS, the County of Hawaii encourages economic development on the Island of
Hawaii ; and
WHEREAS, the designation of enterprise zones in Hawaii County provides approved
businesses with tax incentives to generate employment; and
WHEREAS, the State of Hawaii, through Chapter 209E, Hawaii Revised Statutes, and
Chapter 6 of Title 15, Hawaii Administrative Rules, has established procedures for
designating enterprise zones for the purpose of stimulating business and industrial
growth; and
WHEREAS, the County of Hawaii through Ordinance 94-8 enabled the establishment of
Enterprise Zones in Hawaii County; and
WHEREAS, Hawaii County is allowed up to six Enterprise Zones which are selected by
the county governments based on the state government eligibility criteria and formally
designated by the Governor; and
WHEREAS, there are a total of 37 existing businesses approved under the six Enterprise
Zones; and
WHEREAS, in order to increase the job potential in these designated areas, the County of
Hawaii is seeking to expand five of the six enterprise zones to enable additional
businesses to participate in the Enterprise Zone Program; and
WHEREAS, unemployment rates in the proposed expansion areas are above the average
unemployment rate for the State of Hawaii at 4.8%.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, that the following enterprise zones within Hawaii County be amended
according to the delineations submitted with this resolution (EXHIBIT A), and maps
attached hereto (EXHIBIT B):
(1) Kona I Enterprise Zone (amendment)
(2) Kona II Enterprise Zone (amendment)
(3) Hilo -Puna Enterprise Zone (amendment)
(4) Hamakua Enterprise Zone (amendment)
(5) North Kohala Enterprise Zone (amendment)
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies
of this resolution to the Governor of the State of Hawaii, to the Mayor of the County of
Hawaii, and to the Director of the Department of Business, Economic Development and
Tourism.

Kona Enterprise Zone I (Amendment)
Beginning at the point north of Keahole Point where the Pacific Ocean intersects [Palani Drive
intersects with the Queen Kaahumanu Highway and heading southwesterly along Palani Drive to
the Pacific Ocean; then northerly along the shoreline to Keahole Point to the intersection of the
Pacific Ocean and ]the northern boundary of the [Kalaoa] Haleohiu ahupua`a; then easterly along
said boundary crossing both the Queen Ka`ahumanu Highway [to ]and Highway 190 [ and
following Highway 190 southerly to the intersection of Palani Drive and the Queen Ka`ahumanu
Highway]to the 2,500 feet elevation; then following, the 2,500 feet elevation contour to the
northern boundary of the Honalo ahupua`a; then westerly along said boundary to the intersection
of said boundary and the Pacific Ocean; and northerly along the shoreline past Keahole Point to
the intersection of the Pacific Ocean and the northern boundary of the Haleohiu ahupua`a.
Kona Enterprise Zone II (Amendment)
Beginning at a point where the northern boundary of the Honalo ahupua`a intersects with the
Pacific Ocean (Lekeleke Bay) and heading easterly along said ahupua`a boundary across
Highway 11 to a point intersecting with the Kahalu`u Forest Reserve; then on a straight line
extended approximately 4,200 feet southeasterly to the northeastern corner of a rockwall
formation, following said rockwall southerly to the southeastern corner of the rockwall
formation; then on a straight line approximately 5,200 feet southerly to the North Kona -South
Kona district boundary, following said boundary southerly; then, on a straight line southeasterly
approximately 10,750 feet to the H6naunau Forest Reserve (HFR) boundary, along said
boundary southeasterly; then southwesterly; then southerly along the HFR boundary to the
southern boundary of the Ke6kea ahupua`a; then on a straight line approximately 6,800 feet to
the southern boundary of Kealia 2 ahupua`a; then easterly along the southern boundary of Kealia
2 ahupua`a to the [Pacific Ocean (Palianihi Point); ]northwestern corner of the federally owned
Hakalau National Wildlife Refuize South Kona Section; then southerly following the western

Hamakua Enterprise Zone (Amendment)
Beginning at Waipi`o Valley at the point where the eastern boundary of the Kohala Forest
Reserve [Ka`awali`i Stream ]intersects with the Pacific Ocean and heading easterly and
southeasters along the coastline to Wailuku River-, then westerly along the north top of gulch of
the Wailuku River to the eastern boundaa of the Hilo Forest Reserve,• then northerly along the
forest reserve boundary to [southwesterly along said stream across Highway 19 to ]the northern
boundary of the Hilo Forest Reserve; then northerly and northwest along said Hilo Forest
Reserve boundary to the northwest corner of the Hilo Forest Reserve. From this point to the
southeast comer of the Niupea Homesteads, northwest along this boundary, then northerly along
same boundary to its intersection with the Hamakua Forest Reserve (HFR). Then westerly along
the northern border of the HFR to its intersection with Pa`auilo Stream; along HFR boundary to

Waipunalau Gulch, south along said gulch to the northern boundary of HFR; westerly along said
boundary to the Kal6pa Gulch; north along said gulch to the southern boundary of HFR (Kal6pa
Section); then along said boundary to the southwestern corner of HFR (Kal6pa Section); then
approximately 3,625 feet in a northwesterly direction to the Hamdkua Forest Reserve (Ni`eni`e

North Kohala Enterprise Zone (Amendment)
The North Kohala Enterprise Zone shall begin at the point where the Pacific Ocean intersects
with the Kohala Forest Reserve boundary at the northern end of Pololu Valley, and follow said
forest reserve boundary southerly to its intersection with the[KohalaDitch] boundary of census
tract 217• then westerly following the northern boundary of census tract 217 to the coastline; then
following the coastline around `Upolu Point to the starting point at the Kohala Forest Reserve
boundary north of Pololu Valley. [Then following the Kohala Ditch westerly to its intersection
with the western boundary of the `Upolu ahupua`a. Following the western boundary of the
`Upolu ahupua`a to its intersection with the Pacific Ocean; and, easterly along the shoreline to
the Forest Reserve boundary at Pololu Valley.]
Ka`u Enterprise Zone
Beginning at the point where the northern boundary of the Keaiwa ahupua`a meets the Pacific
Ocean and heading west along said boundary to Highway 11; then northerly along Highway 11
to the entrance to Kapapala Ranch, following said road westerly toward the Ranch House, then
northerly and westerly along the ranch road and 4WD road; then south on 4WD road to the Ka`u
Forest Reserve (KFR) boundary, following said boundary around Wood Valley then southerly
along the KFR boundary to the western boundary of the Ka`u Forest Reserve; then northerly
along said KFR boundary to 4WD road; following said 4WD road westerly through Kahuku
ahupua`a to the eastern boundary of the Manukd ahupua`a and south along said boundary
crossing Highway 11 to the Pacific Ocean; southeasterly along the coastline; then westerly along
same coastline to the western boundary of the Keaiwa ahupua`a.
