RE: VETO MESSAGE - BILL 55 '
1997-98 OPERATING BUDGET
Dear Chair Arakaki and Members:
Pursuant to Section 10-5 of the Hawaii County Charter, I am
returning to you Bill 55, the 1997-1998 Operating Budget,
partially approved and partially vetoed.
I am not approving those portions of the budget relating to the
Sewer Connection Reserve Fund and the Sewer Loan Fund. Both
these funds would require the assumption of an administrative
burden, including additional staffing, to properly oversee and
to enforce should defaults occur. I cannot support such an
expansion of the County's role at this time, nor can I support
the implementation of any program without the administrative
resources to do it right.
