The Hawaii Police Department conducted a marijuana eradication mission from August 20-24,
2001.
As required by Resolution No. 46-01, reports indicating the number of plants eradicated and the
number of complaints received from the public, the type of complaint and the complaint
disposition are attached.

Further stated that the helicopter was in the area for approximately 45 minutes and flying low for
approximately 15-20 minutes.

Comments:
Caller suggested officers walk in to eradicate marijuana plants. Caller was provided with an
explanation of why aerial insertion is less time consuming and helicopters would be in the area longer
if officers were to walk in.

Caller stated that choppers are flying between 75'-100' above her home and is witnessed by two
others and that they are breaking the law. Caller could not see chopper number from the way they
were flying. Caller raises dogs and they feel like they are being under attack. Further said "the cops
are out of control." Caller was surprised to see choppers flying same height yesterday in Pahoa town
between 1400/1600 hours.

Complaint:
Caller said that a milotary green helicopter just made 5 "extra close passes" over her property. The same
chopper was in the area this morning also. They have a pan'ot farm and they lost 3 African gray eggs 3 weeks
ago worth $3,000 because of low flying choppers. Caller said that she welcomes police onto her property so she
can show them that they do not grow marijuana. Since there are a lot of homes in the subdivision there shouldn't
be any marijuana plants.

Caller said that National Guard chopper and a chopper with a red strip have been up in their area
amost all day, and now he hears them on the Hilo side of the subdivision. Every time chopper passes
his home, his 51 inch $3,000 TV goes blank and he does not want his TV ruined. Feels choppers are
flying too low, however, he said, "Good they catch all the druggies."

would check the area on our next flight in the Ka'u ®istrict and contact him if the horses are found.
