Your Committee on Parks & Environmental Management, to which was referred
Communication No. 306, and attached Bill No. 92, reports as follows:
The purpose of Bill No. 92 is to establish a ban on the disposal of any rubbish, prohibited
materials or refuse which has been generated outside of the County of Hawaii and brought
in to the County of Hawaii for disposal in County landfills. This proposal does not apply
to refuse generated on route to the County from any aircraft or maritime passenger or crew
in the course of business.
Communication No. 306 is from Dennis Lee, Public Works Chief Engineer, dated
August 9, 2001, transmitting Bill No. 92 for the Council's review and consideration.
Your Committee is in accord with the purpose and intent of Bill No. 92, and recommends
that it pass first reading.
