Your Committee on Finance, to which was referred Resolution No. 117-01, reports as follows:
Resolution No. 117-01, transmitted by Director of Finance William Takaba, via
Communication No. 319, dated August 22, 2001, creates a secretary position for the Fire
Commission.
The Fire Commission is desirous of creating a secretary position to provide the administrative
and clerical support services necessary for the operation of the Commission.
Pursuant to Article VII, Section 7-4.5, Hawaii County Charter, authorizes it to appoint such staff
as necessary for the performance of its duties.
Also, pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power
to "create positions... for which appropriations have been made by the council...".
Your Committee recommends Resolution No. 117-01 be filed based upon a memo dated
September 8, 2001 from Mayor Harry Kim notifying Your Committee a new resolution will be
forthcoming as they are reevaluating the staffing needs of the Fire Commission.
Your Committee on Finance is not in accord with the purpose and intent of Resolution No. 117-
01 and recommends it be filed.
