WFIEREAS, the County of Hawaii is the owner of that certain parcel of land situated at O'okala
Park, identified as TMK: (3) 3-9-01-11, and located in North Hilo, Hawaii; and
WHEREAS, the Hamakua Diversified Agricultural Association, anon-profit organization,
desires to lease the O'okala County Gym and Park site for the development of amulti-purpose
center, that will include a community center, post office, and amulti-use production facility for
farmers, artists, crafts people, and other producers of local products; and
WHERIse4S, this O'okala community center and plantation marketplace facility is intended to
assist displaced sugar workers and low-income community residents to become self-sufficient
through self-employment by providing opportunities for cooperative marketing, cooperative
purchasing, business training, technical support, and opportunities for shared resources; and
WHERE/~S, Section 2-120 (a)(2) provides that the Council of the County of Hawaii may, by
resolution approved by a majority of its members, direct the finance director to negotiate the lease of
real property to non-profit organizations, at such rentals and on such terms and conditions as deemed
proper;
WHERI`AS, Section 2-120 (b) provides such lease of real property to non-profit organizations
may be made without the notice or appraisal as required in Chapter 2, Article 19 of the Hawaii
County Code.

that in accordance with Chapter 2, Article 19, Section 2-120 (a)(2) of the Hawaii County Code, the
Director of Finance is hereby authorized to negotiate a lease with the Hamakua Diversified
Agricultural Association, anon-profit organization, without notice or appraisal, for the O'okala County
Gym and Park site in North Hilo to be used as amulti-purpose center.
BE IT EURfiF1Ela RESOLVE®, that the Honorable Harry Kim, Mayor of the County of Hawaii,
is hereby authorized to execute said lease.
~E iT FURfi1~lER RESOLVE®, that the Clerk of the County of Hawaii shall transmit copies of
this resolution to the Departments of Finance and Parks and Recreation and to the Hamakua
Diversified Agricultural Association.
