Dear Councilmember Elarionoff:
Kimura International, Inc. has been contracted by the State Department of Transportation to
update the 1994 statewide bike plan. Prior to embarking on the update, we would like to provide
the appropriate coYnmittee of the Hawaii County Council with a briefing on the planning process.
The purpose of this presentation is twofold. First, we would like to familiarize County
policymakers with our work plan and schedule. The plan is of particular importance because it
will be used to support futuz-e requests for federal transportation funds to design and construct
bicycle facilities. Second, we have an active community participation program and are preparing
for public workshops at four locations on the Big Island. Prior to the November workshops, we
would like to gain a better understanding of local bicycling issues.
The presentation itself will take no snore than I S minutes, We respectfully request that a
"Presentation on the State Bike Plan Update" be placed on the committee agenda at the earliest
possible date.
We look forward to meeting with members of the Council. Your input at this early stage will
help to produce a plan that effectively serves the county's bicycling community.
