Dear Mr. EIaI-ionoff,
This letter is wmitten on behalf of Disability Rights Hawaii for purposes of the Committee
meeting this morning on Bill 225, relating to changes in Count} regulations on streets and
sidewalks. By unanimous vote of the membership present at our General Meeting of January 30,
we support this bill.
V4'e understand that the bill brings the County up to date on accessibiliri~ requirements
consistent with the Americans with Disabilities Act. Manv current sidewalks and curbs. even
some that are recently constl-ucted, are inaccessible because of noncompliant design. Besides
obvious cases like curb ramps, many existing driveways are inaccessible to disabled pedestl•ians
because of the cross slope. While retrofits of driveways will not be required, at least new
construction will be accessible to all citizens.
The bill also specifies the responsibility for repair and maintenance of sidewalks. This is
important for safety as well as accessibilit~~.
