WFIEI~EAS, the County of Hawaii is the owner of that certain parcel of land situated adjacent
to Onekahakaha Beach Park, identified as TMK 2-1-14:36, and located in South Hilo, Hawaii; and
WH~F~~AS, He Ola Hou O Ke Kumu Niu, anon-profit organization, desires to lease the
Onekahakaha Beach Park site for the development of a Hawaiian Cultural Center; and
WHEIREAS, this Hawaiian Cultural Center will be used for public education and display that
will include crafts of drum and canoe carving; and
WFIEII~~AS, the facility will be used to teach healthy life skills and ways of interaction through
Hawaiian cultural practices and to instill mental, physical, and spiritual well-being within the Hawaiian
community, family, and individuals; and
WH~I~~AS, Section 2-120 (a)(2) provides that the Council of the County of Hawaii may, by
resolution approved by a majority of its members, direct the finance director to negotiate the lease of
real property to non-profit organizations, at such rentals and on such terms and conditions as deemed
proper;
WFi~Ft~AS, Section 2-120 (b) provides such lease of real property to non-profit organizations
may be made without the notice or appraisal as required in Chapter 2, Article 19 of the Hawaii
County Code.
N011V, THEREFORE, BE IT RESOLVED BY THE COUNCIL- OF THE COUNTY OF He4ti0VAl`I
that in accordance with Chapter 2, Article 19, Section 2-120 (a)(2) of the Hawaii County Code, the
Director of Finance is hereby authorized to negotiate a lease with He Ola Hou O Ke Kumu Niu, a non-
profit organization, without notice or appraisal, for the site adjacent to Onekahakaha Beach Park in
South Hilo to be used as a Hawaiian Cultural Center.
BIE IT FURTHER RESOLVED, that the Honorable Harry Kim, Mayor of the County of Hawaii,
is hereby authorized to execute said lease.
BE IT FURTHER RESOLVED, that the Clerk of the County of Hawaii shall transmit copies of
this resolution to the Departments of Finance and Parks and Recreation and to He Ola Hou O Ke
Kumu Niu at P.O. Box 11095, Hilo, Hawaii 96771.
