Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 295 and attached Bill No. 86 reports as follows:
The purpose of Bill No. 86 is to amend Chapter 24 of the Hawaii County Code 1983 (1995 Edition),
relating to Vehicles and Traffic by instituting a 10-mph speed limit on Lihiwai Street between Keliipio
Place and the roadway to the pier and lighthouse.
Communication No. 295 dated August 2, 2001, is from Acting Deputy Director Galen Kuba, Department
of Public Works, transmitting Bill No. 86 for the Council's review and consideration. [n his letter,
Mr. Kuba states that the Department of Parks and Recreation requested a 10-mph speed limit for the
roadway. After investigating, Mr. Kuba explains that they found this request reasonable and prudent. In
a Committee meeting held on August 15, 2001, per the request of the Department of Public Works, the
Committee voted to defer Bill No. 86.
Communication No. 295.01, dated September 1 1, 2001, is from Director Dennis Lee, Department of
Public Works, transmitting Bill No. 86, Draft 2. In his letter, Mr. Lee indicates that amendments to other
sections and schedules in relation to Lihiwai Street are necessary. He further explains that these
amendments, which are included in this proposal, will also help to clarify the traffic code.
During Committee discussion, Traffic Division Chief Richard Nishimura, Department of Public Works,
Department of Parks and Recreation Deputy Director Pamela Mizuno and Hawaii County Police
Department Traffic Services Division Sgt. Randy Apele answered questions about park usage,
problematic areas and traffic flow. In addition, a Committee member also requested the appropriate
diacriticals be included in the bill.
Your Committee is in accord with the purpose and intent of Bill No. 86 as amended to Draft 2, and
recommends that it pass first reading.
