Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 344
and attached Bill No. 103 reports as follows:
The purpose of Bill No. 103 is to amend Chapter 24 of the Hawaii County Code 1983 (1995 Edition), relating to
Vehicles and Traffic by providing parking spaces along Ali`i Drive fronting the La`aloa Beach Park (Magic Sands)
for Parks and Recreation Department lifeguards.
Communication No. 344 dated September 11, 2001, is from Dennis Lee, Director, Department of Public Works,
transmitting Bill No. 103 for the Council's review and consideration. In his letter, Mr. Lee states that the
Department of Parks and Recreation requested that parking stalls be installed on Ali`i Drive fronting the beach park
for use by their lifeguards. He also states that the proposed parking spaces will provide lifeguards quick access to
their vehicles during emergencies and will be located directly behind the lifeguard towers.
During Committee discussion, Councilmember Tyler disagreed with the proposed parking stalls and questioned
whether it was the most appropriate location. He suggested that Bill No.103 be deferred pending further exploration
of all options. Department of Parks and Recreation Deputy Director Pamela Mizuno informed the Committee that
the lifeguards had suggested the proposed location because the existing parking lot is always full. Stalls along the
highway are less desirable for beach goers, but still provide an accessible route for rescue vehicles during
emergencies. Councilmember Pisicchio, who represents the district, argued against the deferral explaining that the
Parks and Recreation Department had sufficiently worked with everyone concerned before proposing any type of
legislation.
For informational purposes, on the final vote, Committee Member Julie Jacobson voted "Kanalua" twice and
Committee Member Curtis J. Tyler voted "Kanalua" and "No".
Your Committee is in accord with the purpose and intent of Bill No. 103 and recommends that it pass first reading.
