WHEREAS, fihe U.S. Department of Justice, Edward Byrne Memorial State & Local Law
Enforcement Assistance Formula Grant monies have been awarded to establish a Community
Oriented Prosecution (COP) unit for the Office of the Prosecuting Attorney's Kona office; and
WHEREAS, these federal funds are budgeted and will provide for a Deputy Prosecuting
Attorney V (Temporary) position, an Investigator V (Temporary) position, and a Legal Clerk III
(Temporary) position to staff this unit; and
WHEREAS, this COP unit will implement community oriented prosecution strategies to reduce
and prevent crime and to increase community involvement in the criminal justice process; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has
the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, ~E IT RESOLVED ~Y °THE COUNCIL OF THE COUNTY OF HAWAII
that a Deputy Prosecuting Attorney (Temporary) position, an Investigator V (Temporary) position,
SR-24 and a Legal Clerk III (Temporary), SR-14, position be created.
BE IT FURTHER RESOLVED that funds are available through the U.S. Department of Justice,
Edward Byrne Memorial State & Local Law Enforcement Assistance Formula Grant.
~E IT IFIJRT~IEF~ RES®LVED that a copy of this resolution be transmitted to the Departments
of Finance and Civil Service and to the Office of the Prosecuting Attorney.
