Curtis Tyler, III HSAC Vice President ~ ~ r SUBJECT: Adoption of Additions oli y Amending t~e~AC 2002 Legislative Program Policy Statement I am writing to request that the Council take up consideration of and approve an action item relating to Communication No. 388, the HSAC Executive Committee Meeting Report of October 8, 2001 and HSAC 2002 Legislative Program Policy Statement at its next scheduled meeting on November 7, 2001. Relatedly, I have asked Councilman Leningrad Elarionoff, with the approval of the chair, to waive this matter from his Committee on Public Works and Intergovernmental Relations. During its meeting of October 24, 2001 the Council reviewed and closed file on this communication. Unfortunately, an action item was overlooked under "Section V, Unfinished Business" of the October 8, 2001 HSAC Executive Committee Meeting Report relating to the HSAC 2002 Legislative Program Policy Statement. In that report section, Maui Councilman Dain P. Kane proposed that each county council adopt an additional policy to amend HSAC's 20021egislative program policy statement, as follows: "Due to the time sensitive nature of legislative matters, the HSAC Executive Committee reguests that the counties amend the 2002 HSAC Legislative Policy Statement to include authorization,fortpe HSAC Executive Committee to add items to the 2002 HSAC Legislative Package if the measures will promote the counties 'home rule authority and/or increase the counties 'revenues. " I urge your support for this added provision to HSAC's 2002 legislative program policy statement and timely transmittal to HSAC's Executive Committee, scheduled to meet on November 8, 2001. Arakaki, Chair Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 RE: Adoption of Amended 2002 HSAC Legislative Program Policy Statement Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that an action item contained in the HSAC Executive Committee Meeting Report of October 8, 2001 transmitted by Councilman J. Curtis Tyler, III, HSAC Vice President, be waived from the Committee on Public Works and Intergovernmental Relations to the full Council on November 7, 2001 for immediate action and consideration. In reviewing this matter - a proposal from Maui Councilman Dain P. Kane to authorize the HSAC Executive Committee to add items to its 2002 Legislative Package if those measures will promote the counties' home rule authority and/or increase the counties' revenues - I have concluded that timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review.
