Re: Oonositlon To BIII No. 62 (Irradlatlon Plant)
My name is Lance Larsen, native tenant under Hawaiian Kingdom Laws and Hilo
representative for the Landowner's Alliance ~ based on Hawaiian Law. I am
here to give input on Bill No. 62. As a native tenant with 1/3 vested interest in all the
land of Hawaii, under Hawaiian Kingdom Laws, we are here to say that we strongly
oppose Bill 62 because the issue oP land has gone unspoken on those Ianda you are
suggesting to build this lethal radioactive plant on, lands with no "clear title."
How can the Hawaii county and it's mayor assume that they have clear title on any
lands in Hawaii. "Show me your title? Where did you get the title? Under what Taws?
State Laws? or Hawaiian Laws? Unless you cleared your title with Perfect Title, you
definitely do not have clear title to any lands in Hawaii. Why? Because they (Perfect
Title) are the only entity in Hawaii that is based on Hawaiian Law, that can clear titles
in Hawai'i_
Of course we know the history of the 1993 "takeover" and the entity called the
Provisional Government, that became the Republic of Hawaii then later became the
Territory of Hawaii and today, that same entity exists' as the State of Hawaii. This
brings the question of land ownership to the forefront for which we learned slot about
through actual research of land titles the county of Hawaii claims to be theirs, is in
essence lands that Still belong to native Hawaiians known today as native tenants who
are the only entity in existence today.

Last year i cleared my title with the Pertect Title Company and paid the $1,510.00 for
the research they did, that went back 145 years. Unlike Title Guarantee and Island
Title Companies who only go back 30 years and they Charge $1,700.00. After
attending five seminars I learned, that no one has clear tItIQ to anv land In
Hawai'I in ludin the counties on all th I I nda the State of Hawai'1
and the Federal government, Inspite of the fact that many can claim ignorant
when buying land in Hawaii since 1959, everyone including non-Wawaiians and
native Hawaiians can now clear their titles before Feb. 14, 1998, to make pond the
situation you are in as homeownerP'landowner" or be barred from selling or deeding
your lands to your heirs and assigns forever) This is based on Hawaiian Law.
Native tenant rights are vested rights based on the laws of the Wawaiian Kingdom. It Is
my responsibility to educate you and those concerned about the land tenure as it is
related to the Hawaii County and their plans to build this irradiation plant which most
people are totally against, except to the "money people" and politicians who make
money off of the miseries of those who will eat the food. Life is a precious commodity,
the county of Hawaii and all their money people will have to stand before their
ancestors to explain why they continued to push for something that no one wants?
Comes down to money and political power...two evils, we as native tenants will
overcome on Feb. 14, 1998 The question put to you, show us that you have cleared
the title to the land for the plant, your offices, Houses and businesses based on
Hawaiian Law. Perfect Title is ready to correct your titles.
Let it be known that you have been briefed of the facts so you cannot claim ignorance
of this matter. Our next Pertect Title company, "Quiet Title Action Seminar' will be
held on May 17, 1997, at the Pahoa Recreational and Community Center from 10 a.m.
to 3 p.m., potluck dinner and music to follow. Please bring yourselves and a dish to

because you as the county and the mayor do not have clear title to any lands in
Hawaii based on the historical understanding of land tenure in Hawaii. Native
Hawaiians have 1/3 vested native tenant rights to all the lands in Hawaii.
