Comm. 401: AN ORDINANCE AMENDING ORDINANCE NO. 01-56, AS AMENDED, RELATING (Bill 125) TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2001 TO JUNE 30, 2002 (by adding the La'aloa Bay Beach Park Improvement project for $150 000 to the Capital Buffet) From Director of Finance William Takaba, dated October 12, 2001, transmitting the above bill. The project includes the construction of parking facilities and pedestrian pathways, preservation of archaeological features, landscaping and other improvements which will alleviate a potential fugitive dust problem, improve accessibility and improve the overall function and appearance of the park. Comm. 405: AN ORDINANCE AMENDING CHAPTER 12, ARTICLE 5 OF THE HAWAII (Bill 127) COUNTY CODE (1995 EDITION), RELATING TO REFUNDING OF THE OUTSTANDING INDEBTEDNESS OF IMPROVEMENT DISTRICTS (by eliminating the recJuirement of onlX one readin~to ad_pt a refunding ordinance) From Council Chairman James Y. Arakaki, dated October 24, 2001, transmitting the above bill. Because the Hawaii County Charter says that ordinances shall be passed only after two readings, this bill proposes to make the County Code consistent with the County Charter. Attached is a supporting opinion from the Corporation Counsel. FC- 22 Page 3 November 6, 2001 Comm. 406: RESOLUTION CREATING A DEPUTY PROSECUTING ATTORNEY (TEMPORARY) (Res. 143-O1) POSITION, AN INVESTIGATOR V (TEMPORARY) POSITION, AND A LEGAL CLERK 111 (TEMPORARY) POSITION FOR THE OFFICE OF THE PROSECUTING ATTORNEY (Community Oriented Prosecution [COP] unit in West Hawaii) From Director of Finance William Takaba, dated October 19, 2001, transmitting the above resolution. The unit will implement community oriented prosecution strategies to reduce and prevent crime and to increase community involvement in the criminal justice process. Monies through the U.S. Department of Justice, Edward Byrne Memorial State & Local Law Enforcement Assistance Formula Grant will allow for the establishment of these positions to staff the COP unit. Comm. 407: AN ORDINANCE TO AMEND ORDINANCE NO. 01-55, AS AMENDED, THE (Bill 128) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2002 (by appropriating a $200,000 grant from the Federal Department of Commerce's Economic Development Administration) From Director of Finance William Takaba, dated October 19, 2001, transmitting the above bill. These funds are to be used to develop data and concepts for the County of Hawaii Hazards Mitigation Plan that should limit the economic impacts of natural disasters.
