S°TAT>EI~1~1T ®F ~ACI~GIi®UND A101I~ PUItP®S)E A ~ACIGGIt(~d~'IVIj NHTSA was directed by Congress to allocate S 1,000,000 to igaipleraient innovative deanonstratioai programs through the award of grants of up to $50,000 to municipal, county, and other local goveaxiental entities to proanote seat bait usage. The basis for earanarking this money was to increase seat belt use rates by directing ariore resources to developing programs that reach high risk groups. These high risk groups include youth (ages 15-24), males, pickup trsack drivers, rural populations, rniaiorities, as yell ~ drivers with a poor driving record, drivers who speed or drink and drivers taking sh~art trips. While Congress acknowledges that NHTSA has initiated work in this area, it believes a greater effort is necessary to achieve results. buckle Up America (13UA) is a national caanpai_gai begun in 1997 to work towards irieeting tiorial seat belt and child passenger safety goals. Programs to inset the goals to increase seat belt use and decrease child fatalities are iasiplernented on the national level ~.hrough buckle Up Aarieriea enforcemeaitl3plus publicity- anobilization periods over the Memorial Day and T°hanlCSgiving weeks, as well as many other I~UA efFoa At the State level, the 13ucklc Up Aaaaerica program is supported prianarily through fills use of Section 402 and Section 157 Incentive and Ir~riovative grants. Under Section 157, neaily $90 rnilliori dollars will be distributed in PY'~001 to the states for use in increasing seat belt and child safety seat use. At the local level, the Seat I~eelt Deanonstration Grants for Local Cornzriunities will coanpleanent efforts already occurring at the state and the national level. These grants will foram the final link that will provide for a truly comprehensive buckle Up America program. We have already started this process with four municipal grants in Detroit, Michigaai; Milwaukee, Wisconsin; Kansas City, Missouri; and Indiaa~polis, Indiana in PY00 and PY01. We plan to utilize our expeaience with these grants to successfully iiiipleaaient the local community grants. 2 NI-iTSA recornYnends that these Seat 13e1t donstration Grrants for Local Communities be constructed similar to the successful demonstration program in Elmira, New York. In 1999,."A13uckle Up Now!" a Selective Traffic Enforcement Program (STEP) ~ ~la~nira used highly publicized, enhanced enforcement to create the perception of a nearly certain ' risk of being stopped for not using a safety belt. This STEP achieved 90 percent belt use by incorporating the following elements: * community coalition spearheaded by law enforcement leaders * intensive enforcement of the states seat belt law * publicity emphasizing enforcement * careful sequencing of program elements * feedback on enforcen~ient results and progress toward belt use goal I3. PIJIZP®SE `The strategy would be to award 20 or more local community grants to irriplenaent STEP progins similar to the proga~arai in Elmira, New York. As a component of its proposal, the municipal, county, or local entity applying for fiends would obtain additional support and resources from private sector and other-state or local safety handing sources. Since . nearly all states are currently conducting high visibility seat belt enforcement. programs, this strategy would supplement existing-efforts by targeting resources to key communities within a state. In accordance with Executive ®rder 13043, the recipient of this award is encouraged to adopt and enforce on-the job seat belt use golicies and programs for its employees when operating company-ov~aed, rented, or personally-owned vehicles. The National I-Iighevay Tric _ Safety Admi~aistration (Nl"ITSA) is responsible fir providing leadership and guidance in support of this Presidential initiative. Information on hove to implement such a grogram, or statistics on the potential benefits and cost-savings to coanpanies or organisations, can be found in the buckle Up America section on NI-ITSA's website at www.nhtsa.dot.tiov. Additional resources are available from Network of Eanployers for Traffic Safety (NETS), a public-private partnership headquartered in Washington, D.C. dedicated to improving the traffic safety practices of cmgloyers and employees. NETS is prepared to help with technical assistance, a simple, user-fiiendly program kit, and an award for achieving the goal of $5 percent seat belt rase.
