Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by
appropriating a $1,001.20 Speed Awareness & Check Project Grant. The State
Department of Transportation Public Affairs Office -Safe Community Program
will be providing funds to purchase radios, vests, and flashlights for the newly
formed citizen patrol that will help to reduce the number of speeding motorists in
the Lower Kaumana Gardens Community.

IvIISSION/GOAL:
Reduce speeding motorists in the Lower I~auanana Gazdens community.
STRATEGIES:
• Initiate a citizen patrol in the neighborhood to reduce speeding.
• Partner with the cornnnunity policing officers for training and community traffic
awazeness operations.
S OLUTIONIIlvIPLE1VIENTATION:
• Initiate a citizen patrol comprised of about thirty members.
• Purchase equipment for patrols.
• Initiate a training session, conducted by community policing officers, on traffic
awareness and safety.
• Conduct two Community-Traffac Awazeness Projects (C-TAP).
• Record license place numbers of motor vehicles observe speeding, driving
recklessly, not using occupant safety devices and/or having other violations and
reporting this information to the police for follow-up.
EVALUATION:
• Number of training sessions held.
• Number of citizens participating in patrols.
• Number of patrols conducted.
• Equipment purchased for patrols.
