STA`l~'~1~1yT OF AU'T;l~®ItITY This Grant between the National Highway Traffic Safety Administration, hereinafter referred to as the "NHTSA," and the JHawa~ C®a~nty Police IDepartmea~t hereinafter referred to as "the Grantee," is hereby entered into under the authority of the National Traffic and Motor Vehicle Safety Act, as amended (15 U.S.C. 1395). This Grant provides for the limited exchange of personnel, equipment, facilities and funds to achieve the following purpose(s). II. STA~'~1I~1'I` F ~ACI~GIt®D AND PUI~PGSE A BACI~GI~GUI~1D NHTSA was directed by Congress to allocate $1,000,000 to implement innovative demonstration programs through the award of grants of up to $50,000 to municipal, county, and other local governmental entities to promote seat belt usage. The basis for earmarking this money was to increase seat belt use rates by directing more resources to developing programs that reach high risk groups. These high risk groups include youth (ages 15-24), males, pickup truck drivers, rural populations, minorities, as well as drivers with a poor driviaag record, drivers who speed or drink and drivers taking short trips. While Congress acknowledges that NHTSA has initiated work in this area, it believes a greater effort is necessary to achieve results. Buckle Up America (BUA) is a national campaign begun in 1997 to work towards meeting national seat belt and child passenger safety goals. Programs to meet the goals to increase seat belt use and decrease child fatalities are implemented on the national level through Buckle Up America enforcementBplus publicity- mobilization periods over the Memorial Day and Thanksgiving weeks, as well- as many other BUA efforts. At the State level, the Buckle Up America pr®gram is supported primarily through the use of Section X102 and Section 157 Incentive and Innovative grants. Under Section 157, nearly $90 million dollars will be distributed in FY2001 to the states for use in increasing seat belt and child safety seat use. At the local level, the Seat Belt Demonstration Grants for Local Communities will complement efforts already occurring at the state and the national level. These grants will form the final link that will provide for a truly comprehensive Buckle Up America program. We have already started this process with four municipal grants in Detroit, Michigan; Milwaukee, Wisconsin; Kansas City, Missouri; and Indianapolis, Indiana in FY00 and FY01. We plan Yo utilize our experience with these grants to successfully implement the local community grants. NHTSA recommends that these Seat Belt Demonstration Grants for Local Communities be constructed similar to the successful demonstration program in Elmira, New York. In 1999, "Buckle Up Now!" a Selective Traffic Enforcement Program (STEP) in Elmira used highly publicized, enhanced enforcement to create the perception of a nearly certain risk of being stopped for not using a safety belt. This STEP achieved 90 percent belt use by incorporating the following elements: * community coalition spearheaded by law enforcement leaders * intensive enforcement of the states seat belt law * publicity emphasizing enforcement * careful sequencing of program elements * feedback on enforcement results and progress toward belt use goal B. PUIt1POSE The strategy would be to award 20 or more local community grants to implement STEP programs similar to the program in Elmira, New York. As a component of its proposal, the municipal, county, or local entity applying for funds would obtain additional support and resources from private sector and other state or local safety funding sources. Since nearly all states are currently conducting high visibility seat belt enforcement programs, this strategy would supplement existing efforts by targeting resources to key communities within a state. III. SCONE OF'~VORIC For a period as hereinafter set forth, the Grantee shall furnish the necessary personnel, equipment and facilities, and otherwise perform all things necessary for or incident to the performance of work (the accomplishment of objectives) as set forth below: A. Speeifsally, N'I'I~SA will: In support of the activities undertaken under this grant effort, NHTSA will: 1. Provide a Contracting Officers Technical Representative (COTR) to coordinate activities between the Grantee and NHTSA during the grant performance. 2. Specific Traffic Safety Programs staff (Office of Traffic Injury Control Programs and Office of Communications and Outreach) will conduct site visits and provide technical assistance through the COTR. 3. The COTR will serve as a liaison between NHTSA Headquarters, NHTSA Regional Offices and the Grantee. 3 Ii. Specif cally, the Grantee will: 1. Information on how to implement such a program, or statistics can the potential benef is and cost-savings to companies or organizations, cart be found in the Buckle Up America section on NHTSA's website at www.nhtsa.dot.~ov. Additional resources are available from Network of Employers for Traffic Safety (NETS), a public-private partnership headquartered in ~Iashington, D.C. dedicated to improving the traff c safety practices of employers and employees. NETS is prepared to help with technical assistance, a simple, user-friendly program kit, and an award for achieving the goal of 85 percent seat belt use.
