MEMORAND UM
TO: All Councilmembers

Hawaii County Council
Legislative Request
I support Mayor Kim's legislative proposals and strongly support the following:
1. Fines and forfeitures: Enable counties to receive a portion of funds and forfeitures that
currently go to the state. This is logical because we are using our police force and the
Prosecutors Office to enforce the law.
2. General Excise Tax Exemption: We are paying the 4% GE Tax to another government entity
and asking them to grant us aid.
3. Tort Liability: The counties should have immunity from the state from operation of public
beach parks.
4. Transient Accommodation Tax: We need to keep our share of the TAT formula for our
County.
5. Upper Waiakea Drainage: We need to perform aerial mapping of the upper Waiakea Uka
forest on State land above Kupulau water shed area. Much of the water coming through
upper Waiakea comes from the State Waiakea water shed
6. Upper Waiakea Drainage: We need to revise our flood insurance map.
We need to ask the legislature to fund completion of the police evidence warehouse. The shell of
the warehouse is completed but we need $1.5 million to complete the interior so that the police
department can use the building.
