In your place, I am appointing the nine members of the lEnvironmental Management Commission. By charter, it is the Commission's responsibility to provide direction to the Department of Environmental Management. Consequently, there was an overlapping of responsibility when the original Committee was formed. This not only created concerns among the Commissioners, but also raised logistical problems in trying to address the needs of two separate groups that had similar responsibilities. I believe it is unnecessary to have two different groups and it is reasonable to transfer responsibility of the SWAC to the Commission. Further, the Commissioners do represent geographic areas, business, environmental and community concerns. Because of your interest in solid waste matters, I still consider you to be a community resource. As such, I will encourage the Commissioners to consider using former committee members in their decision making process. I thank you for all the time and effort you have spent, but I believe this action will better serve the County of Hawaii.
