Re: Operating Sudget
Enclosed is a bill for an ordinance amending the Operating Budget by
appropriating a $2,000 Pedestrian Safety -Walking Bus Project Grant. The State
Department of Transportation Public Affairs Office -Safe Community Program is
providing this grant to promote safe pedestrian behavior and to reduce traffic
congestion in Kealakehe. A "walking bus" involves a group of children walking to
school in rows of two with parent volunteers acting as drivers and conductors to
ensure safe behaviors of the children.

application is subject to Public Law 89-564 (Highway Safety Act o 1996) and all administrative regulations governing grants established by the U.S.
Department of Transportation and the State of Hawaii. It is expressly agreed that this project constitutes and an official part of the Hawaii Highway Safety
Program and that said applicant agency will meet the requirements as set forth herein, including accompanying Schedules A, B, C, & D, which are
incorporated herein and made a part of this application. Authorization to proceed with this Highway Safety Project is requested.

KEALAKEHE NEIGHBORHOOD WATCH
MISSION/GOAL:
Promote safe pedestrian behavior and reduce traffic congestion.
STRATEGIES:
• Coordinate with volunteer parents to establish a "walking bus" involving a group
of children walking to school in rows of two with parent volunteers acting as
drivers and conductors to ensure safe behaviors of the children.
SOLUTION/IMPLEMENTATION:
• Develop and implement a supervised "walking bus" program along Kealakehe
Pathway to include scheduled stops along the route.
• Advertise the program over the radio and in the newspaper to solicit interested
volunteers or participants.
• Commence with first "Walk To School" event sometime in October 2001 with t-
shirt giveaways to participants and volunteers; provide refreshments along the
pathway.
EVALUATION:
• Number of volunteers and participants.
• Number of "walking buses" at year's end.
TASKS:
• Commence with plans for implementation.
• Publicize the project; seek volunteers/participants.
• Purchase equipment (tents, t-shirts)
• Prepare schedules and route stops for project.
• Conduct "walking bus" project.
• Assess & evaluate project.
