RE: Resolution No. _l~ Relating to a Legislative Proposal for Inclusion in the
2002 HSAC Legislative Package to Amend the Hawaii Constitution and Make
Subsequent Implementing Amendments to Hawaii Revised Statutes to Allow for
the Direct Filing of Felony Charges
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Public Works and Intergovernmental Relations to the full
Council for immediate action. The resolution was discussed by the HSAC Executive Committee
at its meeting of November 9, 2001 and has been transmitted by HSAC President Jon Yoshimura
for consideration by the four county councils. In reviewing this matter, timely approval is
crucial. It is therefore advantageous that approval is granted and the matter placed onto the next
Council agenda for review. However, in the event this request is denied, for whatever reason, I
understand the matter shall be referred to the Committee on Public Works and Intergovernmental
Relations for placement on its future agenda.
