As this report is being filed I feel it's important to point out that the information
given on the manner in which Hawaii Island Humane Society operated the
shelters and the animal control program justified the $12,000.00 and made it
clear to one and all that there defiantly is a problem which has existed for some
time. I feel that Johnny Mays handled that phase extremely well, however,
while taking into consideration some of his suggestions most are not feasible
because he just does not know the territory and our problems and there is
absolutely no way our situation can be compared with a mainland city.
Two contracts under police supervision will better serve the needs of both Fast
and West Hawaii. Animal control is law enforcement! Calling an accountant
for animal control problems has not proven successful.
There should be two contracts because it entails two separate facilities, one the
County owns and the other the facility is owned by H.I.H.S. H.I.H.S. has failed
to maintain the Kona shelter in the manner that West Hawaii Humane Society
did because their interest is in their own property. If there is only one contract
then the County will eventually have to build a whole new shelter or do
extensive remodeling at the current site. West Hawaii Humane Society on the
other hand plans on building a facility at no cost to the County and to include a
large education building.
If there is going to be only one contract then there is no point in going out for
bids as West Hawaii does not have a shelter in East Hawaii so could not
compete.

I have heard comments about giving H.I.H.S. a time to correct their problems.
Complaints are not new, just ignored, and their own records have established
the fact that they are unable to handle the whole island efficiently. There was
another ad in West Hawaii Today for an accountant. This makes 6 positions
open in West Hawaii since September 23rd. The last quarterly report due
October 31St still hasn't been received. Their senior management officer is also
a 20 year employee that is supposed to have had training?? What happened??
West Hawaii has many reasons to be upset, virtually no animal control, shover
hours etc. Shifting employees to West Hawaii to cover is not efficient, the
travel time prohibitive and hotel costs mount up if they stay over and they don't
know the area.
I'm asking everyone to please review the past complaints while considering
solutions. Mr. Flynn has told me he will only listen to certain things and doesn't
want to hear about the past. We have arrived at this point because of the past
and it needs to be acknowledged. It's difficult to have someone in his position
tell you they are not going to listen! It seems whenever we talk he yells at me,
the last time I was yelled at this much by a big Irishman I divorced him, guess
this isn't possible in this situation so I guess we'll have to go to counseling!! I'll
promise not to be repetitive in trying to make a point if he promises to listen
with an open mind and take our problems seriously.
I was also told that someone commented that they would like to see 8 other
people next time. Every cause or problem has its champions that represent
others who cannot attend. I can make copies of the last petition, about 300
signatures if you wish I can also go back and make copies of the petition from
over 3 years ago. West Hawaii has spoken up and in the past no one listened!
This situation is not about being right, it is about doing what is right for the
whole community.
