counties do n®t charge a minirr~urn teat. A~II taxpayers for a given c@ass of
property on the mainland pay at the same levy rate. ~Aith y®ur prop®sal, the
owner ®f a 52,50® lot (cheap because the county has n®t pr®vided r®ads,
etc.) will be ret~uiret! to pay at a levy rate four tirraes greater than the
owners of 1®ts served with r®ads, water, etc.
