It has been recommended that the police department take over the animal control
contract covering the whole island. 'his is iBl advised and totally impractical, the Police
®epartment are understaffed and overworked as it is and should not be burdened with
this responsibility. ~"o do this would mean to establish a whole new depart€~ent.
I work with the ponce department on many different projects, including the "evening
citizens patrol," believe me when I say the Police ®epartment needs more funds for
additions! officers and programs to meet the needs of our growing community. Have
you noticed Police (~fFcers in Hawaii leaving the state for better pay elsewhere? °fhis
should be a message that we need to do more for our Police ®fficers.
It is logical that the Police department handle the contract because they will always be
involved, however, they should only supervise and help train; provide backup in a
dangerous situation and respond at night when a Humane Society C3fficer is not
available. ®etails to be worked out in the: new contract establishing the Humane
Society as the agency totally responsible for Animal Control and a!! records.
Currently the Police even often have to handle daytime calls in Kona, which the
Humane Society should be answering.
