Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 397 and attached Bill No. 122 reports as follows:
The purpose of Bill No. 122 is to amend Chapter 24 of the Hawaii County Code 1983 (1995
Edition), relating to Vehicles and Traffic by amending the traffic code to include a speed limit,
one-way traffic pattern and no parking zones along Honaunau Beach Road in South Kona,
Hawaii.
Communication No. 397 dated October 12, 2001 is from the Department of Public Works
Director Dennis Lee transmitting Bill No. 122 for the Council's review and consideration. In his
letter, Mr. Lee states that this amendment will improve traffic flow and pedestrian safety for area
residents and tourists. A letter and petition from area residents in support of these amendments,
dated August 10, 2001, and transmitted from Police Chief James Correa is also attached to
Communication No. 397.
During the committee meeting, the possibility of eliminating one of three proposed "no parking
zones" was discussed. Councilmember Julie Jacobson informed committee members that while
she would support this amendment, she suggested that she be afforded the opportunity to meet
with area residents about the change first. The committee members concurred.
Your Committee is in accordance with the purpose and intent of Bill No. 122 and recommends
that it pass first reading.
