Your Committee on Finance, to which was referred Resolution No. 139-01, reports as follows:
Resolution No. 139-01, transmitted by Director of Finance William Takaba, via Communication
No. 385, dated October 9, 2001, authorizes the Director of Finance to negotiate a lease of real
property adjacent to Onekahakaha Beach Park to He Ola Hou O Ke Kumu Niu.
The County of Hawaii is the owner of that certain parcel of land situated adjacent to
Onekahakaha Beach Park, identified as TMK 2-1-14:36, and located in South Hilo, Hawaii.
He Ola Hou O Ke Kumu Niu, anon-profit organization, desires to lease the aforementioned
parcel for the development of a Hawaiian Cultural Center, which will be used for public
education and display. This facility will also be used to teach healthy life skills and ways of
interaction through Hawaiian cultural practices, and to instill mental, physical, and spiritual well-
being within the Hawaiian community, family, and individuals.
Pursuant to Section 2-120, Hawaii County Code, the Council of the County of Hawaii may, by
resolution, approved by a majority of its members, direct the finance director to negotiate the
lease of real property to non-profit organizations, at such rentals and on such terms and
conditions as deemed proper.
Also pursuant to Section 2-120, Hawaii County Code, such lease of real property to non-profit
organizations may be made without the notice or appraisal as required in Chapter 2, Article 19.
Some members of Your Committee requested that the Department of Parks and Recreation
provide a copy of the lease agreement prior to the next Council meeting.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 139-01
and recommends its adoption.
