Please consider zny concerns about ~.esolution 1s0~01, relating to ~e
Hawaii Association of Counties legislative package and Hawaii Constitution
a~endrncnts to allow direct filing of felony charges. °I'he rest~lution .appears
to:
*increase the chances of suspects going to trial
*take power from citizens Grand juries) and give it to officials
(enforcement officers, prosecutors, judges)
*reduce the nu.~:ber of people making the decision whether to brim
felony charges, and reduce public awareness of decisions
*raise judicial. expenses by creating rn~sre jury trials.
I urge you to seek co~aents from judges, lawyers, Lcgal ~~id, and the
Aixaerican Civil Liberties Union on e impact of this resolution on rights
under the state and federal Constitutions, anal on increased eenses it rx~ay
create.
