Arakaki, Council Chairman And Hawaii County Council Members ~a.$~ FROM: Julie Jacobson, Council Member RE: Resolution Number 149-01, Draft 2, Supporting Expansion of Pu`uhonua O Honaunau National Historical Park Attached, with minor adjustments, is Resolution 149-01, Draft 2, that supports Congresswoman Patsy T. Mink's H.R. 1906, which authorizes the expansion of Pu`uhonua National Historical Park by up to 805 acres. Adjustments were made to incorporate council members' suggestions made during the December 5, 2001 Public Works and Intergovernmental Affairs Committee meeting. These .changes to the resolution do not change or alter the intent of the resolution. Changes made are listed below: • In the new 6`" whereas clause H.R. 1906 introduced by Congresswoman Patsy T. Mink establishes the cultural significance of the 805 additional acres and therefore why they should be included in the park. • The 7t" whereas clause in draft 1 ("within the Ki`ilae and Kauleoli ahupua`a there are significant historical, natural and cultural resources...") has been eliminated; in draft 2, these cultural and historical considerations are enumerated in the 8`" whereas , clause. • In the resolve clause, the word "fully" has been deleted and the consideration of Hawaiian cultural practices in the 11 t" whereas clause was added. The parcel marked by yellow is Pu`uhonua O Honaunau National Historical Park. The first parcel is Ki`ilae ahupua`a (TMK 385-5-5:22 with approximately 391 acres) designated by red; the second parcel Kauleoli ahupua`a (TMK 385-5-5:19 with approximately 411 acres) is designated by green. The Property Class for these two parcels is Agricultural and both are zoned Unplanned. Further, both these parcels are located on the Kau side of the park.
