I oppose Kcsolotion 15001 which supports Senate ~i11996 and 997 to
ame~ad the $~a~raii State C®r~titution by eliminating grand jury or prelitxainary
1Zeariogs as a judicial cost saviAxg d~vis~. These bills which allow for direct
filing of felony charges is a direct attack on basic due process rights. It opens
the door for pr®secut®rial abuse. Grand jury axtd/o~r pr~iirninary hearings
serge as a check of prosecutors powers.
~°he fact that. this resolution was put on the fast track iaastead of going to
corrunitt~ for a more tlhor®ugh hearir~..g is aft abuse of due process as weli.
l~ph®lding the rights of people can be expensive, but what do we really value
as a society? This gtaestion deserves more debate before passing such a
resolution. 'Fhe council is out of line in moving f®rward in support of
Resolution 1~0~01. You are soling snore lime flee Ta1ib than elected
representatives in a detxa®cratic society. Vel'hat's next--secret nnilitary tribunals
