A RESOLUTION SUPPORTING A TIIIRD CIRCUIT COURT DIG ISLAND DRUG COURT
PROGRAlO~I AND APPLICATION FOR AN ADULT IIRUG COURT I1dIPLE1VIENTATION
GRANT TO ESTADLISII A DRUG COURT PROGRAIVI l~OR TIIE COUNTY OF IIA~?VAI`I
WHEREAS, the County of Hawaii is experiencing an enormous increase in substance abuse
throughout the community; and
WHEREAS, reported child abuse cases, many associated with substance abuse, have increased in
the County of Hawaii; and
WHEREAS, the County of Hawai`i's judicial, law enforcement and treatment agencies are
dangerously overburdened; and,
WHEREAS, many communities across the nation have successfully adopted a new judicial
approach in processing non-violent drug-involved defendants, thereby providing an alternative to
conviction/incarceration with substance abuse treatment, supervision, sanctions and incentives; and
WHEREAS, the United States Department of Justice, Office of Justice Programs, Drug Courts
Program was established to provide financial support, technical assistance, program guidance and
leadership; and
WHEREAS, since 1989, more than 1,000 courts throughout the United States have implemented
or are planning to implement a drug court to address the problems of substance abuse and drug-related
crime; and
WHEREAS, drug courts significantly impact the communities they serve by combining the
coercive power of the court to require abstinence with supervision, drug testing, treatment and a
comprehensive continuum of care to help offenders re-enter the community, resulting in reduced rates of
re-arrest and incarceration; and
WHEREAS, drug courts have demonstrably provided significant savings in human, public and
financial resources; and
WHEREAS, the success of drug court programs depends on the establishment of strong
community linkages including, but not limited to, government agencies, medical services, businesses,
civic groups, educators and the media to provide collateral support;
NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE COUNTY OF
HAWAI` I is in strong support of the efforts of the Third Circuit C urt, State of Hawai` i, to establish a
Drug Court Program in the County of Hawaii.

EE IT FURTHER RESOLVED that the Council shall instruct the County Clerk to
forward copies of this resolution to The Honorable Ronald T. Y Moon, Chief Justice of the
Supreme Court of the State of Hawaii; The Honorable Ronald Ibarra, Chief Judge, Third Circuit
Court; and Mr. Lester D. Oshiro, Chief Court Administrator.
