Dear Mr. Yuen:
In compliance with Condition "U" of Ordinance No. 93-109, Chalon International of
Hawaii, Inc. hereby submits the annual progress report for 2001. Condition "U" states
that:
"(U) an annual progress report shall be submitted to the Planning Director prior to the
anniversary date of the change of zone. The report shall include but not be limited to,
the status of the development and to what extent the conditions of approval are being
complied with. This condition shall remain in effect until all of the conditions of
approval have been complied with and the Planning Director acknowledges that
further reports are not required."
The anniversary date of Ordinance No. 93-109 is November 8, 1993.
Status of the Development
Various joint venture financing and/or development scenarios have been explored with
national and international project developers. The rapidly changing international
investment market coupled with the volatile stock markets has resulted in a very unstable
investment climate for new resort projects. Chalon has continued to generate start-up
development capital and subsidize operating expenses through Hawaii land sales.
The underperforming Japanese economy has further necessitated a proportional
distribution of Chalon Hawaii revenue to support our parent company's operational
requirements in Japan.
Several marketing studies have been commissioned for the Mahukona resort project in
light of changing market conditions and off-site infrastructure timing. We continue to

seek a niche marketplace that will be receptive to a very low density "retreat" type of
project which can offer luxury on-site amenities (lodge and bungalow units, sports and
dining facilities) and proprietary use of unique off-site eco-activities on the remainder of
our Kohala holdings. Many of these activities are already functional such as the Kohala
ditch flume kayak tour, Humvee and ATV tours, hiking tours, and mule rides into Pololu
Valley. Others, such as future mountain bungalows and eco-ranch projects, along with
forest reserve stewardship programs, are in the very conceptual development phases.
Design and engineering for a very low-density estate lot subdivision to complement the
on-site amenity concept is almost complete. We have continued to coordinate the timing
of power, water, and private wastewater requirements for this scaled down phasing with
the appropriate agencies.
The proposed golf course has also been re-designed to integrate all 18-holes within the
makai project area in closer proximity to the lodge and proposed estate lots. Grading
activity has been commencing in accordance with approved grading plans.
Other specific activities accomplished during this reporting period include
1. Complete design and begin construction of an off-site irrigation system
2. Continued implementation of cultural educationaUstewardship programs with Na Kalai
Wa'a Moku O Hawaii
Compliance with Conditions
The enclosed table shows the conditions status to date, including those related to SMA
Permit No. 341 and Use Permit No. 111. All applicable conditions have been complied
with.
