EXPLANATION (Provide complete explanation):
FROM -Sufficient funds remain in these accounts for current year needs. Ambulances will not be purchased
this year as they were purchased with prior year funds.
TO -Funds will be used to replace turbine on aero-medical helicopter. The helicopter will be grounded until a
new turbine is installed.
This purchase was programmed for FY 2002-03 but had to be accelerated due to greater than anticipated use of
the helicopter. Please see attached memo. This purchase should be paid 60% by State EMS funds and 40%
CoH funds.

RE: Turbine Overhaul for Chopper 2
While Chopper 2 was in for a routine 100 hour inspection, it was determined that the turbine
section of the engine is due for an overhaul. Overhaul periods for the turbine are limited by two
factors, the hours the engine has been in use, and the total number of start cycles the engine has
accumulated since last overhaul. In Chopper 2's case, the turbine section has reached the limit in
the number of start cycles per overhaul period.
Our budget for Chopper 2 maintenance in this fiscal year (FY 2001-2002), did not include an
amount to cover the turbine overhaul. The turbine overhaul was programmed into the FY 2002-
2003 budget, as it was anticipated that overhaul hours would expire in that year.
The last check of the cycle count for Chopper 2 occurred prior to the submission of the FY 2001-
2002 budget. At that time the aircraft had 1200 hours total time, and 2100 cycles on the turbine.
The aircraft now has 1500 hours total time, and over 3000 cycles on the turbine. The cycle limit
is 3000 per overhaul period. We anticipated that 900 cycles was adequate for aircraft operations
during FY 2001-2002.
We attribute reaching the overhaul limit pre-maturely due to the dispatch procedure for Chopper
2. It is subject to numerous responses where the mission is cancelled after start-up, or cancelled
while en-route. In the aviation industry, utilization of an aircraft in this manner is non-standard.
Generally, aircraft should not be treated like a car or truck. Each start of the aircraft, subjects the
engine to additional costs and deterioration. Needless starts are wasteful. We recommend that
the aircraft should be started and launched only when truly needed. Otherwise, we will have to
increase the engine maintenance budget to allow for shorter overhaul periods.
We have two options for returyung the aircraft to service. The first is to purchase a new turbine
that costs $80,000 plus approximately $17001abor for installation. The second option is to
overhaul the existing turbine that costs approximately $67,000, plus $9000 for labor, loaner
turbine, freight, and aircraft ferry time. We recommend paying a little extra for the new turbine,
since the $67,000 estimate does not include any additional expenses for repairs that maybe
necessary following breakdown of the engine.
Please notify us which method of repair you would like to select. We will not be able to return
the aircraft to service until a new or loaner turbine is installed.
