VViitiarns, at Ouli, Waimea, South Kohala, Hawaii, TMK: 6-2-1 I:I S, reports as follows: Bill No. 129 amends the State Land Use Boundaries Map, H-14 for the County of Hawaii, by changing the district classification for approximately 5.453 acres of land from an Agricultural to a Rural zoned district. The rectangular shaped subject property, owned in fee by Henry Clinton and Sandie H. Williams, Brian T. Kerley Management Trust, and Marsha L. Kerley Trustee, is located in the Anekona Estates Subdivision and bordered by Kanehoa Street and Keanuiomano Stream, about three eighths of a mile south from the Kawaihae Road. It is one of the original 36 lots created in the Anekona Estates on October 23, 1990. There is a 70-foot wide drainage easement along the rear boundary within Keanuiomano Stream. The subject property, located approximately six miles east from the nearest coastline, is not situated within the Special Management Area of the County. Adjacent lands to the north and east of the property are parcels in the SLU Rural District and County RA-2a zoning classification. Other lands adjacent to the subject property are 5-acre parcels within the State Agricultural District and zoned A-Sa by the County, which include residential uses and vacant lands. Surrounding lands include the 26-lot Kanehoa Subdivision, the 10-lot Kamuela Plantations Subdivision, and the 26-lot Waimea Landmark Estates Subdivision. These subdivisions include mixed residential uses, vacant lands and very few residential /agricultural uses. There are approximately 28 Condominium Property Regimes within the Anekona and Kanehoa Subdivisions. The 33-unit affordable rental housing project Ouli Ekahi, and the 40-lot Ouli Mutual Self Help Housing project are located to the west of Anekona Estates and are designated as SLU Urban. The Hale Wailani property is adjacent and to the west of the Anekona Estates Subdivision. The property is located within Zone X, an area determined to be outside the 500-year flood plain. Your Committee did not entertain further discussion on this measure. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the State Land Use Boundary Amendment request.
