HomeMy WebLinkAboutREP PC 046 11/20/2001 2000-2002 REPORT OF THE COMMITTEE ON PLANNING DATE: November 20, 2001 RE: C-1364/Bill No. 323 PLACE: Councilroom TIME: 2:03 p.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 323, transmitted by Mayor Stephen Yamashiro per Communication No. 1364, dated October 12,1994, regarding the Change of Zone request by Mauna I{ea holding Company, Inc., at Waiakea, South Hilo, Hawaii, TMK: 2-1-03:24 and portion of 23, reports as follows: Bill No. 323 amends Section 25-114 (City of Hilo Zone Map), Article 3, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification for approximately 29,489 square feet of land from an Open (O) to a Resort (V-5.5) zoned district. As noted in the Planning Committee Report No. 141 dated November 15, 1994, the applicant was proposing to: 1. Renovate the existing Ice House Building and its facade to resemble a Japanese tea house; 2. Construct a second story addition to the Ice House to house a restaurant with banquet facilities and a commemorative museum; and 3. Construct athree-story addition to the north side of the existing building with covered parking on the ground level, 5,900 square feet of commercial office space on the second level for four (4) commercial office units and 5,900 square feet of space on the third floor for five (50 residential apartments for use a s transient accommodation. In 1994, the Planning Committee "noted that a reason for the zoning was the rationale that the plans to renovate the Ice house in a Japanese teahouse motif would blend in with the park. Because it was not a condition in the bill, the applicant could, in the future, construct something different". The Planning Committee (Takashi Domingo, Brian DeLima, James Arakaki, Keola Childs, Helene Hale, Jim Rath and Kalani Schutte) then voted in favor of Bill No. 323 and recommended that it pass first reading. (Committee Member Bob Rosehill was not present to vote on this measure.) On November 30, 1994, Bill No. 323 appeared on the Council agenda for its first reading. On March 1 1, 1997, the Hawaii County Council referred Bill No. 323 to the Hawaii Redevelopment Agency for review and consideration. After the HRA reviewed Bill No. 323, they were supposed to resubmit it to the Planning Committee; however that was never done and Bill No. 323 remained in the Planning Committee°s pending file. PC-46 PC-46 Page 2 November 20, 200] [n the November 2000 election, Hawaii County residents voted to dissolve the Hawaii Redevelopment Agency. Therefore, Your Committee at today's meeting, voted unanimously to file Bill No. 323 and all accompanying communications to comply with the Hawaii County Code, as amended on November 7, 2001, by Bill No. 109, to delete the HRA from Chapter 2, Article 2, Section 2-7(a)(4). Your Committee did not entertain further discussion on this measure. Your Committee on Planning recommends that Bill No. 323 be filed.
